The controversy over the cycle track and walkway of the Kochi Corporation across Chilavannur lake may take more time to settle as the civic authorities are yet to obtain the key documents required for the Coastal Regulation Zone (CRZ) clearance for the project

The project is unlikely be taken up for consideration at the meeting of the Kerala Coastal Zone Management Authority (KCZMA) to be held as the Corporation has not submitted the revised application form

The Authority had turned down the Corporation’s application for CRZ clearance last week as the civic authorities had submitted an “incomplete application” form. The civic body also failed to attach the supporting documents of the project, including the structural plan and the CRZ Status Report, while seeking clearance, said KCZMA officials

As the preparation of the status report might take a few more days, the civic body would not be able to submit the revised application before the March 21 meeting of the Authority, said Corporation officials

Status report

The National Centre for Earth Science Studies, Thiruvananthapuram, an accredited agency, has been assigned the task of preparing the status report. The detailed structural plan of the project will also have to be submitted. The revised application form would be submitted after obtaining the documents and the project might come up for the consideration of the KCZMA in April, said civic body officials

At the same time, the KCZMA officials said the details of the project would be reported at the meeting of the Authority to be held on Thursday since a writ petition had come up before the Kerala High Court challenging the implementation of the project

The KCZMA will file a statement of fact before the court after discussing the details of the case at the meeting, said officials

Incidentally, Mayor Soumini Jain had defended the project at a meeting of the Corporation Council held on Monday. The Ernakulam District Collector had issued a stop memo after the KCZMA had sought an action taken report from him

Earlier, the Elamkulam village officer had also stayed the project for violation of the Kerala Conservation of Paddy Land and Wetland Act 2008
